Construction Quote Checklist: BOQ, Exclusions and Payment Stages

Construction quotes are difficult to compare when each contractor uses a different area basis or includes different work. Before comparing totals, make sure every proposal refers to the same drawings, project brief and expected finish level.

Confirm the area and drawing basis

Ask which drawing revision was priced, how built-up area was measured on each floor and whether balconies, staircases, service areas or covered parking are counted. Record any assumptions that could change if the design is revised.

Read the inclusions and exclusions

Check the quote for site preparation, excavation, foundation, structure, masonry, plaster, waterproofing, plumbing, electrical work, finishes and external development. Ask the contractor to list work that is excluded, such as approvals, utility connections, boundary works, loose furniture or specialist equipment. Do not assume an item is included because it appears in a reference image.

Check material and finish allowances

The proposal should describe relevant grades, sizes, brands or agreed alternatives for major materials and finishes. For tiles, sanitaryware, doors, windows and cabinetry, ask how the allowance is calculated and what happens if your selection costs more or less.

Connect payments to documented progress

Review the payment schedule against clear project stages and site records. Confirm what evidence is used to mark a milestone complete, who approves it and how long the payment is due afterward. Keep advance payments, stored materials and work already completed distinct in the written terms.

Agree how changes will be priced

Design changes and unforeseen site conditions can affect time and cost. Ask for a written variation process that records the requested change, its price and schedule impact, and the person who approves it before the additional work begins.

Compare proposals on one checklist

Use the same checklist for each quote: drawing revision, measurement method, line-item scope, material schedule, exclusions, tax treatment, payment stages, inspection records, change control and handover documents. If any item is unclear, ask for a written clarification before comparing the final totals.
